The word culpable means to blame. It is used as an adjective, which modifies the noun. The noun in paragraph 5 are them, the children.

I agree. A person who does not have children would have a different perspective from a parent about children saying sorry because they don't have the experience that a parent has with their children. They don't have the ethos to talk about children saying sorry so I think it would be interesting to hear what they would have to say.

Great response, however I believe you got the authors possibly confused? Apfel wanted her children to say sorry and it was Jade who did not want her kids to say sorry, so that they will not take the blame for every accident that happens.
